Constitution

 

1. NAME

1.1 The name shall be 'International Congress for School Effectiveness and improvement' hereinafter referred to as 'ICSEI'.

1.2 ICSEI is established in Groningen, The Netherlands.

2. PURPOSE

2.1 The purpose of ICSEI is to enhance the quality and equity of education for all students in elementary (primary) and secondary schools.

2.2 It is intended that this purpose be achieved through the acquisition and dissemination of information in a co-ordinated effort amongst policy makers, practitioners and scholars, using the Annual Conference, the Congress’s related journals, the website and any other appropriate methods.

2.3 It is acknowledged that efforts to achieve this purpose are made in diverse settings by many individuals and organisations employing a variety of perspectives. These efforts have been variously described, reflecting among other things a concern for school effectiveness, school improvement, excellence in education, quality in education, equity in education, school differences and school effects.

3. COMMUNITIES OF INTEREST

3.1 ICSEI is intended to serve the interests of all those concerned with enhancing quality and equality of education, for example policy makers, practitioners and scholars in all countries.

3.2 For purposes of interpretation, the following definitions apply:

  • 'Policy maker': a person directly involved in the formulation of policy for schools or systems of schools.
  • 'Practitioner': a person engaged in the practice of education at the school or school system level, or providing practical support to schools.
  • 'Scholar': a person engaged in the study of education.


4. CONDUCTING THE AFFAIRS OF ICSEI

4.1 This constitution shall govern the conduct of affairs of ICSEI.

4.2 An annual general meeting of ICSEI shall be held during the Annual Conference.

4.3 The Annual General Meeting may make decisions on the following matters:

4.3.1 Site and format for the Annual Conference and other meetings of ICSEI.

4.3.2 Office-bearers and others to assist in the discharge of ICSEI affairs between annual meetings.

4.4 The affairs and business of the Congress shall be conducted by an elected Board. The Board shall consist of eight or nine members, with the exact number to be determined by the Board.

4.4.1 The elected Board of the Congress shall be the President, President Elect, Past President, Treasurer and four or five members, with the exact number to be determined by the Board. The president, the president elect and the treasurer are each separately entitled to represent ICSEI lawfully.

4.4.2 The four or five members should each come from a different country.

4.4.3 The elected officers of the Congress shall hold office for two years from the date of appointment and such appointment take place immediately after the annual meeting of the year in which they were elected. With exception of the President, an officer may be elected one additional time to the board.

4.4.4 Any member can be removed or suspended by a vote at the Annual General Meeting. A suspended member will have to be removed within three months or else the suspension is lifted.

4.4.5 Board members can be re-elected according to the same procedure that is used for other ICSEI members.

4.4.6 The Program Chairs of the next two conferences will become voting members of the Board.

4.4.7 Each year the ICSEI Board may co-opt non-voting members.

4.5 The tasks of the Board shall be to:

4.5.1 Determine the scale and purpose of any fees, levies, subscriptions, grants and congress rates to support the work of ICSEI.

4.5.2 Determine the uses to which member income should be put.

4.5.3 Determine the journals and publications that will be made available to members, and other means of acquiring and disseminating information related to the purposes of ICSEI.

4.5.4 Make recommendations to the members on any constitutional changes.

4.5.5 Make recommendations to the Annual General Meeting about future sites for the Annual Conference.

4.5.6 Determine any other matter consistent with the purposes of ICSEI.

4.6 The Secretariat of the Congress will conduct the day-to-day business of the Board and will report to the Board.

4.7 Officers of ICSEI shall report on the discharge of their responsibilities at the Annual General Meeting.

4.8 The editors and publishers of ICSEI-related journals will provide an annual progress report to the Board to be forwarded to the Annual General Meeting.

4.9 The Past President and two members of ICSEI shall form a Nominating Committee that shall advertise and receive nominations from members of the Congress for vacant Board positions. The process shall be advertised on the ICSEI website four months before the Annual General Meeting when new Board members take up office. A nomination shall require the signature of at least two (2) members who have the right to vote and a signed statement from the nominee indicating a willingness to serve in the office. If necessary, an election shall be organised two months before the Annual General Meeting. Only members in good standing shall have the right to vote. At the Annual General Meeting the Nominating Committee shall report the results of the election.

5. THE ICSEI ANNUAL MEETING

5.1 All individual members of ICSEI will be entitled to vote at the Annual General Meeting of ICSEI.

5.2 An annual meeting is open to other persons who may speak or contribute in other designated ways but without voting rights.

5.3 Members will be informed of the date and venue of the Annual General Meeting in writing.

6. VOTING

Decisions shall be made on the basis of a simple majority of voting delegates present at the Annual General Meeting.

7. AMENDMENTS TO THE CONSTITUTION

The constitution may be amended at an Annual General Meeting of ICSEI by simple majority vote of voting delegates present at such meeting.

8. REPORT TO MEMBERS OF ICSEI

8.1 The President will report on the activities of ICSEI to each Annual General Meeting.

8.2 A report of the Annual General Meeting shall be contained in full on the website, together with the names of the attendees.

9. MEMBERSHIP

Individuals ands organisations may become members of ICSEI by paying an annual fee to the Treasurer of ICSEI to support the work of the organisation, as determined by the Annual General Meeting.
    The receipts and expenditures concerning these subscriptions will be presented in the form of annual accounts to the Annual General Meeting by the Treasurer.
    The subscription rates are determined by the ICSEI Board and apply for the membership year and are subject to change if agreed by the Annual General Meeting.

10. ANNUAL CONFERENCE

10.1 Organisations can apply to the ICSEI Board to host the Annual Conference.

10.2 Organisations wishing to host the annual conference shall consult the ICSEI conference guidelines to determine eligibility, and those hosting the annual conference shall agree to abide by the ICSEI conference guidelines and provide regular progress reports to the Board.

10.3 Sponsorship of delegates to the annual conference shall be based on criteria set out on the ICSEI website.
